Soyuzmoloko, the Russian union of milk producers , proposed to the government to distribute the food cardboard produced in the country among packers. The proposal was made on June 9 at a meeting of the State Duma Committee on Agrarian Issues. 

As explained on the website of Soyuzmoloko, having information about the projected volumes of cardboard production, it would be easier for packaging manufacturers to plan their activities and negotiate with buyers. There have already been cases when the delivery of the agreed volumes of cardboard was not confirmed to packaging manufacturers, the union says.

Problems with food packaging arose after the adoption of the fifth package of sanctions by the EU, which entered into force on April 9. The products of the Swedish packaging manufacturer Tetra Pak also fell under the restrictions. The company has localized production in Russia, but for normal operation it is necessary to supply imported packaging materials and components. Tetra Pak in early June asked the Swedish National Board of Trade to make an exception due to the social significance of the company's products and allow shipments, but was refused.

Up to 50% of the laminated cardboard used for the food industry was imported into Russia. In general, there is a shortage of about 30% of cardboard into the country.
