Finnish paper products maker Metsa Botnia and Spanish paper producer Ence, whose two cellulose plants under construction on the Uruguay river, on the Uruguayan-Argentine border, have raised controversies, have confirmed before Uruguay's president Tabare Vazquez their intention to continue the construction works, according to Invertia. Botnia recently managed to overcome financing difficulties, and Ence announced that it would not carry out previously planned investments in Portugal, and thus the construction of its plant in Fray Bentos on the river Uruguay will not be affected, the two companies told Vazquez. Vazquez and Uruguay's presidential secretary Gonzalo Fernandez showed optimism of winning the claim filed by Argentina with the International Court in The Hague earlier in 2006. The Argentine authorities filed a claim against Uruguay, saying the two cellulose plants would damage the environment and that by allowing their construction Uruguay had breached a bilateral agreement. Uruguay is defending the construction of the two cellulose plants, which is the highest ever investment in Uruguay, standing at $1.8 billion. Botnia is seen to invest $1.2 billion.
