Finnish global consulting and engineering company Jaakko Poyry has been analyzing the possible construction of a large pulp mill in Argentina's northeastern province of Corrientes, similar to the cellulose mills that are being constructed in Uruguay and which have raised controversies and bilateral disputes, Invertia informed citing Jaakko Poyry's executive director Rainer Haggblom as said on May 18, 2006. Finnish paper company Metsa Botnia and Spanish paper producer Ence are building two pulp mills in Fray Bentos, Uruguay, on the border with Argentina, which envisage investments of some $1.8 billion. Mr. Haggblom refused to identify the company, which plans to build the pulp mill in Corrientes, but added that company executives had discussed the opportunity with Corrientes' province governor Arturo Colombi. Corrientes is one of the best laces in the world to open a cellulose plant, jointly with Rio Grande do Sul and Salvador de Bahia, in Brazil, according to Mr. Haggblom. According to publications in the Argentine press, the company interested to build the plant was Finnish paper products maker Stora Enso, one of the largest in the world. Stora Enso has been authorized to build a plant in the central Uruguay department of Durazno. However, the Forest Resources director of Corrientes, Luis Mestre, said no plan for the construction of a pulp mill has been registered in the province. The construction of the two cellulose plants in Uruguay has urged 12-month protests by Argentine environmentalists, saying the plants would contaminate the environment. In the meantime the plants construction is defended by Uruguay, as it would become the largest investment in the country ever. Argentina has filed a claim against Uruguay for the cellulose mills construction with the International Court of The Hague.
