Jan., 26/Lesprom Network/. On January, 1 2005 Federal law 199-F3 came in force. The legislation introduces a number of changes and additions in the Forest Code, distingushing federal, regional and municipal powers of forest management.
In line with the legislation Russian regions receive the rights to own, use and manage the so called rural forests formerly falling under the federal jurisdiction, spokesperson for the Ministry of natural resources told Lesprom.ru.
Rural forests are economically attractive, the spokesperson added. The forests provide an opportunity to organize full-scale production. The transition of rural forests under regional jurisdiction is economically and financially justified.
