Aime-Kersti Kelder, board member of Horizon Pulp and Paper that operates the plant, said that if the company fails to win more orders it has no option but to stop operations in 2009.
“We cannot produce at limited capacity and consume all the energy,” said Kelder, explaining that the company would be forced to stop work until it has enough orders.
