Ukrainian President Signed a Regulation Aimed at Timber Sector Development

Ukrainian president Leonid Kuchma signed an regulation titled ‘Additional measures aimed at forestry development’, under which he entrusted the government with making an inventory of forestries in 2004-2007, improving forestry management and designing certain project of forestry development. One of the main goals the government is to reach in terms of state forestry policy fulfillment is the enhanced reforestation, the elevation of forestries’ environmental and economic potential, efficient control over forestry protection and usage. The government is also entrusted with designing legal documents defining forestry usage conditions within 4 years to come. The cabinet is to apply measures to improve forestry state management by creating local Ukraine forestry departments and also by controlling the subordination of timber enterprises to the government. Besides, the government is to take measures to modernize state-owned enterprises that have been granted access to forestries for industrial usage as well as for special raw timber usage within 3 months, in order to attract investments in profound timber-procession. The government intends to apply measures in order to promote valuable timber goods trade by auction and exchange; to introduce legal procedures, under which timber exports is possible only in case necessary documents as to timber origin is provided. The cabinet is to decide on the organization of state timber registration and EU cadastre compliance.
