The European Commission has cleared under the EU Merger Regulation the proposed acquisition of Europapier, a subsidiary of Mondi group, by pulp producer and paper trader Heinzel, both of Austria. After examining the operation, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it. The Commission found that the proposed concentration does not raise any competition concerns. It does not lead to any significant overlaps in the parties' activities. The Commission's investigation has also confirmed that Europapier's position on the wholesale market for fine paper in Austria and Slovenia will not give rise to competitors being shut out, because Heinzel only has a negligible position on the upstream trading markets. Heinzel is an Austrian producer of pulp and a global trading company for pulp and paper with sales offices worldwide and production facilities in Austria and Estonia. Europapier is an Austrian paper merchant with warehouses and sales representatives in particular in Central and Eastern Europe.
