Rosprirodnadzor has started the checkout of observance of the nature protection legislation on Baikalsky pulp and paper mill joint-stock company (Irkutsk region, Russia) on August, 30 2005, the Prime-TASS reported citing Itar-TASS. In March 2005 the company Kontinental Management that is managing the integrated plant has declared its refusal to realize the approved project of its conversion that provides the creation of the closed water-turn and the termination of using chlorine in cellulose manufacturing. The World Bank has agreed to open credit facility for $22.4 million to these purposes. However, the management company has considered that the project "doesn’t correspond neither economic, nor ecological requirements" and has declared, that "it will develop the new program independently and will find finances for its realization". Baikalsky pulp and paper mill was constructed in 1960-s. Its productive capacity is 200 000 tonnes of cellulose per year. The management company Kontinental Management operates on behalf of Base Element holding which holds 51% enterprise’s shares.
