Oct 19, 2005. /Lesprom Network/. The Estonian Pulp company owned by a Norwegian investor in the Kunda pulp mill, Roar Paulsrud, plans to launch in 2007 the construction of an up to Euro 400 million pulp mill in Russia’s northwestern Pskov region. Paulsrud and the regional government signed on July 20 a protocol of intent according to which the pulp mill will be built in the Dedovichi district.
The owner of Estonian Pulp is the Rebruk company registered in Estonia which in turn belongs to Roar Paulsrud AS, a company owned by the Norwegian businessman Roar Paulsrud. Paulsrud is among owners of the Norwegian company Larvik Cell Holding, which is one of the three owners of the Estonian Cell pulp mill based in Kunda on Estonia’s northern coast. Margus Kohava, an executive at Estonian Cell, said there is no direct connection between Estonian Cell and Estonian Pulp.
The Pskov regional government’s investment and economic policy committee said the facility’s planned capacity is 600,000 tonnes of pulp a year for which 1.5 million cubic meters of timber is needed. The Pskov region is going to supply 800,000 cubic meters of timber annually. Estonian Pulp plans to procure the rest of the needed raw material in the Tver, Novgorod and Smolensk regions.
Paulsrud has promised to create up to 2,000 new jobs in the Pskov region.
Under the concluded agreement Estonian Pulp must start design work and preliminary studies for the new mill at the beginning of next year and construction works are to begin in 2007. Estonian Pulp has set up a company called Larrus Pulp in the Pskov region to implement the project.
