In December 2004 18 Russian regions in event of the adoption of Federal law N 199 dated December, 29 2004 introduced a number of regulations in order to rent forest parcels of a total square of more than 1.5 million hectares. In accordance with the research made by the Ministry of natural resources the Federal Timber Sector Agency and the Federal natural resources monitoring service will discuss the legislation and annul the rent agreements and in case violations are discovered apply to law enforcement agencies, spokesperson for the Minsitry of natural resources told Lesprom.ru. In the 3rd quarter of 2004 the rent of forest parcels from the forest reserve reached 0.1% compared to 2003. In autumn 2004 law 199-F3 was worked out and on December, 29 2004 the law was adopted. In accordance with the law, forest rent rights were passed to the Federal authorities from the regional administrations. Meanwhile the legislation previews that forest parcels can be distributed by contest, while before 199-F3 regional executive institutions had the right to distribute forest parcels according to own needs. Prior to the adoption of 199-F3, in 18 regions of Russia mass growth of rent was registered exceeding 30%. In Yakutia Republic timber sales increased 1.36 million cub m, in Sakhalin region – up 800 thousand cub m, in Krasnoyarsk region – up 664 thousand cub m, in Sverdlovsk region – up 402 thousand cub m, in Perm region – up 1.7 million cub m, in Nizhny Novgorod – up 550 thousand cub m, in Komi Republic – up 609 thousand cub m, in Arkhangelsk region – up 300 thousand cub m. Overall increase in the number of rent agreements reached 7.3 milion cub m, while the total square of parcels rented in late 2004 exceeded 1.5 million hectares. The parcels were rented for an average of 20 years each. Meanwhile more than 70% of the parcels in the 18 regions were rented without proper contest procedure. Minister of natural resources Yuri Trutnev entitled the FTSA and the Federal natural resources monitoring service with organizing the 'legitimacy of distribution of the 1.5 million hectars so that all specific procedures would be met.' After the revision is carried out, the Federal authorities will file suits to court in order to seek the cancellation of forest rent agreements as well as involve the Ministry of interior affairs and the Prosecutor's office. FTSA spokesperson Roman Shipov said, that regional authorities attempted to create a store of forest parcels for the nearest future violating logging norms setting a limit of 7 million cub m.
