Sept 20 (Interfax) - The Russian State Duma on Thursday approved a Russian Land Code in the third and final reading by 257 votes against 130 with one abstention. The required minimum was 226 votes. The Land Code mainly regulates the turnover of urban and industrial lands and partly farmlands.
Chairman of the property committee Viktor Pleskachevsky (Unity) said that after the approval in the second reading on July 14, the wording of all the amendments and addenda was adjusted. He said that at the request of the legal department over 2,000 such editing and linguistic changes were made as a result of which the Land Code assumed "a compact and clear form."
This applies primarily to the provisions on the procedure of defining the prices of land, on the rights of foreigners and forms of land relations. Under Duma regulations a bill is not debated during the third reading.
