The U.S. government is continuing antidumping and countervailing duty orders on wood mouldings and millwork products from China after reviews found that ending the measures would likely lead to continued or renewed dumping, countervailable subsidies and material injury to U.S. industry, the U.S. Department of Commerce announced.

The continuation is applicable June 24, 2026. The original antidumping and countervailing duty orders have applied since February 16, 2021, and the first five-year reviews began on January 2, 2026.

U.S. Customs and Border Protection will continue to collect antidumping and countervailing duty cash deposits at the rates in effect at the time of entry for all covered imports.

The orders cover wood mouldings and millwork products made of wood, bamboo, laminated veneer lumber, or wood and composite materials where composite materials make up less than 50% of the total merchandise. Covered products include continuously shaped wood, dowels, interior paneling and jamb parts, door rails, stiles, frames, jamb kits and trim or casing sets.

The orders also cover products that are solid wood, laminated, finger-jointed, edge-glued, face-glued or otherwise joined, whether imported raw, coated, primed, painted, stained, wrapped, treated or with rot-resistant elements. Coated or clad wood mouldings and millwork products remain covered when they are otherwise made of wood, laminated veneer lumber, or wood and composite materials where non-coating composite materials make up 50% or less of the total merchandise.

Covered products remain subject to the orders if they are trimmed, cut to size, notched, punched, drilled or further processed in a third country. Exclusions include countertop and butcherblock panels imported as full countertop or butcherblock panels; exterior fencing, exterior decking and exterior siding products that are not laminated veneer lumber or finger-jointed; finished and unfinished doors; flooring; parts of stair steps; picture-frame components three feet and under in individual lengths; and qualifying lumber.

The scope also excludes certain products covered by other antidumping duty orders, including hardwood plywood, multilayered wood flooring, wooden cabinets and vanities, and wooden bedroom furniture from China. The department intends to initiate the next five-year reviews no later than 30 days before the fifth anniversary of the last ITC determination.
