Mar 15, 2005. /Lesprom Network/. Rosselkhoz held a meeting in order to prepare for the ENA FLEG conference. The meeting was dedicated to the participation of NGOs in the conference. Besides, the results of FLEG hearings that had been held in Saint-Petersburg and Khabarovsk were discussed. The delegates stated that Russia is currently witnessing 2 opposite processes. One one hand is ENA FLEG aimed at the improvement of legal practice in the timber sector, forest protection and improvement of forest management. The other process is forest reform. The aims of forest reform are not clear yet, however the results of the reform directly disagree with ENA FLEG tasks – forest protection is facing 'legal vacuum' and is constantly degrading, chaotic and diversified amendments are introduced in the forest legislation, qualified employees retire, documentary control over timber transaction is also affected. The delegates also stressed that with the help of ENA FLEG process, we should preserve forestries or create state institutions with similar functions that would control forest protection and usage regionwide.
