Yuri Shuvaev has been working as deputy-minister of natural resources since September 2002 controlling the normative and legal matters on behalf of the State forestry service of the Ministry of natural resource, as well as forestry organization and reforestation issues and the fulfillment of the articles outlined in the Forestry Code.
Yuri Shuvaev graduated from Povolzhsky timber technical college, All-Union financial and technical college and National economy academy under the Council of Ministers of the USSR. Worked as 1st deputy minister of timber sector in Bashkiria Autonomous Soviet Republic, head of the State forestry inspection and deputy director of forestry protection and State control under the USSR timber sector committee, head of Forestry management department and head of Legal control department under the Federal timber sector service of Russia. Yuri Shuvaev was head of the legislative and normative department under the Ministry of natural resources.
In line with the previously signed order by Mikhail Fradkov, the Minister of natural resources will have two deputies. Both deputy-ministers have been appointed so far.
