Ukraine prolonged anti-dumping measures against the imports of hardboard from Byelorussia on August 5, Uryadovy Courier newspaper quoting the Interdepartmental commission on foreign trade report announced. The commission was reviewing anti-dumping procedures on the request from Vitebskdrev, Borisovdrev, Unitrade, Uniplit. On July 17 2002 Ukraine introduced an anti-dumping customs duty against hardboard imports from Byelorussia of 68.75% for 5 years. Hardboard cheaper not cheaper than $0.45 per 1 sq m will not be subject to the anti-dumping measures. Imports should be carried out in accordance with the foreign trade agreement and export licence issued by Byelorussian trading authorities. Exporters should also provide invoices. A special investigation into hardboard imports was initiated on November, 14 2001 on the initiative of Uniplit (Ivano-Frankovsk region), the largest hardboard manufacturer. Ukrainian hardboard production volume is 7 million sq m/yr. The initiators claimed that harboard supplies to Ukraine in 2Q 2001 increased 369% compared to 3Q 2000, while the average prices reduced 10%. The initiators claimed that further price decline affected Ukrainian manufacturers. In the course of the investigation, the Ministry of economics confirmed the fact of dumping affecting national manufacturers.
