The following order was signed right after the State Duma approved the appointment by absolute majority of votes. With the necessary minimum of 225 votes 352 MPs voted for Mikhail Fradkov’s appointment, 58 MPs voted against, 24 MPs abstained from vote.
Vladimir Putin introduced the candidature of 54-year old economist Mikhail Fradkov, former head of Federal tax police and special presidential envoy to the EU, into the State Duma on Monday, March, 1. In line with the constitution of the Russian Federation, PM is appointed by the President with the accord of the State Duma.
In line with article 112 of the Constitution of the Russian Federation, PM shall present own vision of the future federal executive branch structure to the president within a week. PM shall suggest the candidatures of deputy-PMs and federal ministers.
However, as Mikhail Fradkov stressed after the vote, the ‘new government of the Russian Federation will have only one deputy-PM’. He also stressed that presently ‘there is only one candidature for this post’ – the present parliamentary vice-speaker, a Harvard college of economics graduate, 47-year old Alexander Zhukov.
