China Opens Investigation into Linerboard Dumping

Apr 06, 2004. /Lesprom Network/. The Chinese Ministry of Commerce launched an inquiry into alleged dumping of unbleached kraftliner and unbleached kraft-top liner on March 31. The probe covers imports from the U.S., Korea, Thailand and Taiwan with basis weights of 115-360 g/m .
The investigation is due for completion by March 31, 2005, but could be extended until Sept. 30 if necessary. Bleached linerboard, testliner, white-top liner and corrugated medium are not included in the scope of the probe.
The ministry said the probe will look at alleged dumping of the grades in question during 2003. But the investigation on possible harm to domestic producers will cover the period from Jan. 1, 2001, to Dec. 31, 2003.
The Chinese manufacturers, Nine Dragon Paper Industries, Fujian Qingshan Paper, Shandong Bohui Paper and Sun Paper, filed the dumping petition on Jan. 31. Two unnamed domestic producers are supporting the petition.
